Abstract

The UN's 17 Sustainable Development Goals (SDGs) address global issues like climate change, public health, and economic development. In Europe, buildings account for 50% of energy use and 30% of greenhouse gas emissions (GHG). Key strategies for improvement include energy rehabilitation and decarbonization of buildings to enhance quality of life, public health, and energy equity.
This paper examines two district-level energy rehabilitation cases: the Picoto Housing Complex in Braga, Portugal, and the Adurtza neighbourhood in Vitoria-Gasteiz, Spain. Conducted under the Annex 75 Project by the International Energy Agency, the studies involved on-site assessments, simulations, and passive renovation measures, such as envelope improvements and ventilation upgrades with heat recovery. Renewable energy solutions were also prioritized. While significant energy-saving potential was identified, challenges in costs and implementation remain. Contributions from the universities of Minho, the Basque Country, and Burgos provided insights into sustainable urban development and energy-efficient building strategies.
