Development of complementary regulations to the IEE for cavities under dwellings in the town of Tomelloso (Ciudad Real)

In Tomelloso (Ciudad Real), the characteristics of the subsoil have allowed for the creation of numerous caves, historically used as wine cellars. The excavation was done carefully, but in the 20th century, a new type emerged, known as "areneros," dug for sand extraction with less structural control. After this activity ceased, many of these caves were abandoned or used as dumping sites, and their locations are now largely unknown, impacting the stability of buildings.
Between 2021 and 2022, three cave collapses occurred in the Esperanza neighborhood, damaging several buildings. This highlighted the urgent need to identify existing caves and establish inspection processes to prevent future collapses. A risk control protocol has been created, which includes different alert levels based on the structural safety of the caves. For caves without immediate risk, inspection forms have been developed to supplement the Building Evaluation Report (IEE). These forms document general data, hygrothermal conditions, conservation status, and potential deficiencies.A municipal ordinance regulating these inspections will provide an effective system for detecting issues and planning preventive consolidation interventions.
