Resumen

Este artículo trata de analizar la labor llevada a cabo por la iniciativa pública durante los últimos 15 años, periodo este en el que también se producen grandes transformaciones sociales.

Pocas novedades han tenido lugar en el marco general de la política de vivienda pública y, por ello, las recomendaciones continúan siendo las mismas: duplicar la inversión en vivienda protegida, adquirir suelo público, actualizar y simplificar la normativa, investigar en arquitectura y encargar proyectos mediante concurso.

Por su parte, la arquitectura y el urbanismo han cambiado la forma de actuar sobre el tejido, en un intento de superar la ciudad indiscriminada de décadas anteriores. Sin embargo, es en la tipología y en la composición donde encontramos más innovaciones (en el presente artículo se aportan algunos ejemplos representativos). En relación con Europa, el retraso más notable se produce en el inicio de la aplicación de criterios sostenibles.

Abstract

The article seeks to analyse what has been achieved through public initiative during the last fifteen years, a period of great social transformation.

There have been few changes in the general framework of the state housing policy and therefore the recommendations remain unchanged: a doubling of the investment in state-subsidised housing, the acquisition of public land, the updating and simplification of regulations, architectural research and the awarding of projects through tender bids.

With regards architecture and town planning, the way of dealing with the fabric has changed in an attempt to overcome the indiscriminate cities of previous decades. However, it is in the type and composition that the greatest innovation is to be found. Certain representative examples are provided.The most notably backward aspect, in relation to Europe, appears in the initial implementation of sustainable criteria.
