Resumen

Esta introducción expone los motivos que llevaron al Departamento de Urbanística y Ordenación del Territorio a organizar el Seminario internacional Planeamiento Urbano Territorial en el siglo XXI, cuyas intervenciones son publicadas en este número cuatro y en el próximo número cinco de la revista Urban. Incluye el texto que fue enviado a los ponentes como exposición de objetivos del seminario, donde se resumen estas razones. Reconociendo la importancia, pero también la insuficiencia de los enfoques morfologistas predominantes en los años 80 en nuestro país, se plantea la necesidad de abordar el complejo problema de la planificación a las escalas territoriales, con las dificultades y retos que plantea. Es éste un asunto que, por otra parte, aunque sin un debate académico y teórico adecuado, está siendo abordado desde hace ya unos años por las comunidades autónomas españolas. El seminario plantea el interrogante de cómo se están planificando la ciudad y el territorio en las distintas experiencias europeas.

Abstract

This introduction sets out the reasons that led to the Department of Town and Territorial Planning organising the international Seminar entitled Territorial Urban Planning in the Twenty-first Century, the papers of which are published in this fourth issue and in the coming fifth issue of the magazine Urban. It includes the text that was sent to the speakers explaining the aims of the seminar and summarising those reasons. While acknowledging the importance yet also the insufficiency of the morphologistic approaches prevailing in Spain in the eighties, it raises the need for tackling the complex problem of planning on a territorial scale, with the difficulties and challenges that this poses. This is a matter which, on the other hand, Spain's autonomous communities have been addressing for some years now, though without adequate academic and theoretical debate. The seminar raises the question of how the different European experiences are dealing with city and territory planning.
