El derecho a la ciudad que reivindica Henri Lefebvre en 1968 vive una segunda juventud en las Américas desde hace una década. Ha adquirido nuevas dimensiones por la acción ciudadana de las asociaciones de vecinos y de las organizaciones no gubernamentales (ONG) que el filósofo francés no llegó a conocer. Se trata de una demanda de democracia directa local que cambia las reglas institucionales de la democracia representativa y que conecta sus reivindicaciones políticas con la cuestión ambiental. El ciudadano reside aquí pero anhela intervenir sobre un territorio más amplio, aquel en el que trabaja, consume, se divierte o mantiene múltiples relaciones. La ciudad sale de sus límites administrativos y se convierte en un urbano con fronteras lo mismo reales que virtuales. El “derecho a la ciudad” asocia prácticas ordinarias (el presupuesto participativo, la elección de un equipamiento, la fiesta del barrio…) con aspiraciones planetarias (ciberespacio, ciudadano del mundo…). Releer a Henri Lefebvre consiste en actualizar su pensamiento y en mantenerlo vivo en un mundo que ya es otro.

Abstract

The right to the city defended by Henri Lefebvre in 1968 has been given a new leash of life in the Americas in the last decade. There are new dimensions to citizen action, in the form of neighbourhood associations and NGOs, that the French philosopher did not live to see. They are calling for direct local democracy to change the institutional rules of representative democracy, and their political demands are linked to environmental issues. Citizens live here but yearn to intervene in a broader area, the one where they work, consume, relax and have multiple relationships. The city is spilling over its administrative boundaries and is becoming an urban entity with virtual as well as real frontiers. The “right to the city” associates ordinary practices (participatory budgeting, the choice of facilities, district festivities ...) with planetary aspirations (cyberspace, citizens of the world ...). Re-reading Henri Lefebvre involves updating his ideas and keeping them alive in a world that is already different.
