La experiencia de la rehabilitación en las ciudades españolas. Indicadores para su evaluación

La aprobación de la normativa estatal que regla la inspección sistemática del parque inmobiliario para su mantenimiento y rehabilitación supone actualmente un reto administrativo, técnico y social.

El Municipio de Madrid ha sido uno de los pioneros en la implantación de la Inspección Técnica de Edificios y tradicionalmente una de las zonas más activas en la gestión de Áreas de Rehabilitación.

Se estudiarán los 10 primeros años de la ITE en Madrid distinguiendo la intervención en edificios de la zona centro y de barrios periféricos, comparándolo a su vez con los de un Área de Rehabilitación Integral. Sobre una muestra de cientos de edificios se analizarán los importes de la inversión privada y el del valor de las subvenciones de las tres administraciones. Finalmente, y con la ayuda de estudios oficiales sobre el coste de la rehabilitación energética que supuestamente es el techo de exigencia al que habría que llegar, se valorará si ha sido oportuna la progresión de los requerimientos impuestos a nuestros edificios o si se incurrirá en la duplicidad de gastos motivados por una planificación ineficiente. Así, basándonos en la experiencia madrileña se obtendrán recomendaciones que puedan guiar a las corporaciones que estén iniciando su proceso rehabilitador.

Abstract

The approval of the State regulations that rule the systematic inspection of the housing Park for maintenance and rehabilitation supposes nowadays an administrative, technical and social challenge.

The Municipality of Madrid has been one of the pioneers in the implantation of the Technical Inspection of Buildings and traditionally one of the most active zones in the management of Areas of Rehabilitation.

They will be studied the first 10 years of the ITE in Madrid distinguishing the intervention in buildings of the zone centre and of peripheral neighborhoods, comparing it in turn with those of an Area of Integral Rehabilitation. On a sample of hundreds of buildings there will be analyzed the amounts of the private investment and that of the value of the subsidies of three administrations. Finally, and with the help of official studies on the cost of the energetic rehabilitation that supposedly is the ceiling exigency to which it would be necessary to come, it will be valued if there has been opportune the progression of the requirements imposed on our buildings or if one will incur the duplicity of expenses motivated by an inefficient planning. This way, basing on the experience of Madrid there will be obtained recommendations that they could guide to the corporations that are initiating their rehabilitation process.
