Campus de Excelencia Internacional. Hacia una reforma estructural del Sistema Universitario Español

Resumen

El programa Campus de Excelencia Internacional CEI se inició en España en 2008 y ha concluido en 2016 con la evaluación final mediante Comisión Internacional de todos los proyectos seleccionados en las convocatorias de 2009, 2010 y 2011. Este artículo realiza un balance y análisis del impacto del programa. Se revisan las actividades más significativas realizadas por los CEI en los 4 ejes estratégicos del programa, que con algunas variaciones en las distintas convocatorias fueron: i) educación; ii) investigación, transferencia de conocimiento e innovación; iii) modelo social del campus y iv) interacción con el entorno, así como en los factores clave de especialización, internacionalización y agregación estratégica con otros agentes del conocimiento. Los resultados son analizados tanto en una perspectiva histórica a nivel nacional como a nivel internacional en comparación con iniciativas de excelencia en otros países. Se constata un impacto positivo de los CEI en casi todos los ámbitos de su actuación, así como su consolidación como una nueva figura del sistema universitario español. Finalmente se analizan las características de su desarrollo en un contexto de crisis que han dificultado un mayor impacto en la mejora de las universidades españolas.

Abstract

The International Campus of Excellence CEI program began in Spain in 2008 and has concluded in 2016 with the final evaluation by an International Commission of all the projects selected in the 2009, 2010 and 2011 calls. This article carries out a balance and analysis of the impact of the program. The  most significant activities carried out by the CEI projects are reviewed in relation with the 4 strategic axes of the program, that although with some variations in the different calls were: i) education; ii) research, knowledge transfer and innovation; iii) campus’ social model and iv) interaction with the environment, as well as with the main key factors of the program: internationalization, specialization and strategic aggregation of the universities with other knowledge-related agents. The results are analyzed both in a historical perspective at the national level and at the international level in comparison with initiatives of excellence in other countries. There is evidence of a positive impact of the CEI program in all the areas of action, as well as its consolidation as a new figure in the Spanish university system. Finally, the characteristics of its development are analyzed in a context of economic crises that have hindered a greater impact in the improvement of Spanish universities.
